Alipofika maeneo ya Segera gari lake liliacha njia na kupinduka mara kadhaa, likagonga mti nakusababisha kifo chake na yeye kutokea mbele ya kioo cha gari na kutupwa mbali.

Alisema Mwili wa marehemu umehifadhiwa kwenye hospitali Teule ya wilaya ya Muheza Aliongeza kuwa hakuna kona kali wala ubovu wa barabara kwenye sehemu aliyopata ajali. Gari lake imehifadhiwa mahali salama kwakuwa limeharibika vibaya na kwamba kwenye gari alikuwa mwenyewe.

Are Humans Becoming Less Intelligent?

Humans may be gradually losing intelligence, according to a new study.
The study, published today (Nov. 12) in the journal Trends in Genetics, argues that humans lost the evolutionary pressure to be smart once we started living in dense agricultural settlements several thousand years ago.
"The development of our intellectual abilities and the optimization of thousands of intelligence genes probably occurred in relatively non-verbal, dispersed groups of peoples [living] before our ancestors emerged from Africa," said study author Gerald Crabtree, a researcher at Stanford University, in a statement.
Since then it's all been downhill, Crabtree contends.
The theory isn't without critics, with one scientist contacted by LiveScience suggesting that rather than losing our smarts, humans have just diversified them with various types of intelligence today.
Life or death situations
Early humans lived or died by their spatial abilities, such as quickly making a shelter or spearing a saber-toothed tiger. Nowadays, though almost everyone has the spatial ability to do ostensibly simple tasks like washing dishes or mowing the lawn, such tasks actually require a lot of brainpower, the researchers note.
And we can thank our ancestors and the highly tuned mechanism of natural selection for such abilities. Meanwhile, the ability to play chess or compose poetry likely evolved as collateral effects.
But after the spread of agriculture, when our ancestors began to live in dense farming communities, the intense need to keep those genes in peak condition gradually waned.
And its unlikely that the evolutionary advantage of intelligence is greater than it was during our hunter-gatherer past, the paper argues.
"A hunter-gatherer who did not correctly conceive a solution to providing food or shelter probably died, along with his/her progeny, whereas a modern Wall Street executive that made a similar conceptual mistake would receive a substantial bonus and be a more attractive mate. Clearly, extreme selection is a thing of the past," the researchers write in the journal article.
Intelligence genes
Anywhere between 2,000 and 5,000 genes determine human intelligence, and these genes are particularly susceptible to harmful changes, or mutations, the researchers write. Based on knowledge of the rate of mutations, the team concludes that the average person harbors two intelligence-stunting genetic changes that evolved over the last 3,000 years.
The hypothesis is counterintuitive at first. After all, across the world the average IQ has increased dramatically over the last 100 years, a phenomenon known as the Flynn Effect. But most of that jump probably resulted from better prenatal care, better nutrition and reduced exposure to brain-stunting chemicals such as lead, Crabtree argues.
But just because humans have more mutations in their intelligence genes doesn't mean we are becoming less brainy as a species, said psychologist Thomas Hills of the University of Warwick, who was not involved in the study. Instead, removing the pressure for everyone to be a superb hunter or gatherer may have allowed us to evolve a more diverse population with different types of smarts, he said.
"You don't get Stephen Hawking 200,000 years ago. He just doesn't exist," Hills told LiveScience. "But now we have people of his intellectual capacity doing things and making insights that we would never have achieved in our environment of evolutionary adaptation."

Polisi wameagizwa kutowakamata watu wanaojihusisha nayo, mpaka hapo uamuzi utakapotolewa wa kuendelea na sheria hiyo au la.

Mapenzi ya jinsia moja nchini Malawi yamepigwa marufuku na kutolewa kifungo cha miaka hadi kumi na minne jela kwa wanaokamatwa kushiriki.
Baadhi ya viongozi wa kimagharibi wametishia kusitisha kuzipa msaada nchi za Afrika ambazo zinakataa kutambua haki za mashoga
Ushoga ni haramu katika nchi nyingi za Afrika na linasalia kuwa swala tete katika jamii nyingi za Afrika zenye kukumbatia maadili ya kiafrika.
Mmoja wa viongozi wa kijamii wenye ushawishi mkubwa, bwana Kaomba, amiomba serikali kutoruhusu bunge kubadili sheria zake kuhusu ushoga. ''Hii ni kinyume na maadili'' alisema kiongozi huyo.
Mwandishi wa BBC mjini Blantyre Raphael Tenthani, anasema kuwa kusitisha kwa muda sheria hiyo, itawaudhi sana watu wengi hasa viongozi wa kidini pamoja na watu kwa ujumla.
Mnamo mwaka 2010, wanaume wawili walikamatwa na kushtakiwa kwa utovu wa nidhamu hadharani baada ya kusema kuwa wataoana.
Kesi hiyo ilivutia sana kero kutoka kwa jamii ya kimataifa na hata kusababisha baadhi ya wahisani kusitisha msaada kwa nchi hiyo, na ikawa pigo kubwa kwa nchi hiyo ambayo ni moja ya nchi maskini zaidi duniani.
Rais wakati huo akiwa , Bingu wa Mutharika - aliwasamehe wanaume hao kwa misingi ya kibininadamu ingawa alisisitiza kuwa ni kinyume na maadili ,na tamaduni za kiafrika na hata sheria za nchi.
Hata hivyo rais Joyce Banda, aliyemrithi Bingu aliwaambia wabunge kuwa anataka kubatilisha sheria hiyo na kuhalalisha mapenzi ya jinsia moja.

Rais akagua miradi 19 katika wiki moja

 

Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete amerejea Dar es Salaam mchana wa jana, Jumanne, baada ya kumaliza ziara ya siku tisa katika mikoa minne ambako amekagua, kuanzisha ama kuzindua miradi 19 ya maendeleo na kutembea kiasi cha kilomita 2,770.
Rais Kikwete amewasili Dar es Salaam akitokea Dodoma ambako amefanya ziara ya kikazi ya siku mbili baada ya kumaliza ziara katika mikoa ya Kilimanjaro, Arusha, Manyara na Singida.
Katika Mkoa wa Kilimanjaro ambako Rais Kikwete alianzia ziara yake Oktoba 28, mwaka huu, miongoni mwa mambo mengine alikagua nyumba za wahanga wa maporomoko ya mwaka 2006 kwenye kijiji cha Goha na akafungua Kiwanda cha Kusindika Tangawizi kilichoko Mamba Miamba, Wilaya ya Same, na akafungua Shule ya Sekondari ya Kata ya Asha Rose Mingiro iliyoko mjini Mwanga.
 
Miradi mingine aliyoifungua Rais Kikwete katika Mkoa wa Kilimanjaro ni uzinduzi wa barabara za Rombo Mkuu-Tarakea na Kwasadallah-Masama na akafungua Ofisi ya Mkaguzi Mkuu na Mdhibiti wa Hesabu za Serikali (NAO) mjini Moshi.

Republican Mitt Romney conceded defeat in the US Presidential elections and congratulated Barack Obama for winning a second term in the White House. Addressing a gathering of cheering supporters in Boston, he said he wished Obama and his family well. It was a "time of great challenges for America", Romney said, adding that he prayed that the "president would be successful in guiding our nation"

Obama wins second term, Romney concedes defeat

WASHINGTON (Reuters) - President Barack Obama won a second term in the White House on Tuesday, overcoming deep doubts among voters about his handling of the U.S. economy to score a clear victory over Republican challenger Mitt Romney.

Americans chose to stick with a divided government in Washington, by keeping the Democratic incumbent in the White House and leaving the U.S. Congress as it is, with Democrats controlling the Senate and Republicans keeping the House of Representatives.

Obama told thousands of supporters in Chicago who cheered his every word that "we have picked ourselves up, we have fought our way back" and that for America, the best is yet to come.

He vowed to listen to both sides of the political divide in the weeks ahead and said he would return to the White House more determined than ever to confront America's challenges.

"Whether I earned your vote or not, I have listened to you, I have learned from you. And you have made me a better president," Obama said.

The nationwide popular vote remained extremely close with Obama taking about 50 percent to 49 percent for Romney after a campaign in which the candidates and their party allies spent a combined $2 billion.

Romney, the multimillionaire former private equity executive, came back from a series of campaign stumbles to make it close after besting the president in the first of three presidential debates.

The 65-year-old former Massachusetts governor conceded in a gracious speech delivered to disappointed supporters at the Boston convention center. He had called Obama to concede defeat after a brief controversy over whether the president had really won Ohio.

"This is a time of great challenge for our nation," Romney told the crowd. "I pray that the president will be successful in guiding our nation."

He warned against partisan bickering and urged politicians on both sides to "put the people before the politics."

Obama told his crowd that he hoped to sit down with Romney in the weeks ahead and examine ways to meet the challenges ahead.

The president Obama scored impressive victories in the crucial state of Ohio and heavily contested swing states of Virginia, Nevada, Iowa and Colorado. They carried the Democrat past the 270 electoral votes needed for victory in America's state-by-state system of choosing a president, and left Romney's senior advisers shell-shocked at the loss.

Obama, America's first black president, won by convincing voters to stick with him as he tries to reignite strong economic growth and recover from the worst recession since the Great Depression of the 1930s. An uneven recovery has been showing some signs of strength but the country's 7.9 percent jobless rate remains stubbornly high.

Obama's victory in the hotly contested swing state of Ohio - as projected by TV networks - was a major step in the fight for the 270 electoral votes needed to clinch the White House and ended Romney's hopes of pulling off a string of swing-state upsets.

Obama scored narrow wins in Ohio, Wisconsin, Iowa, Pennsylvania and New Hampshire - all states that Romney had contested - while the only swing state captured by Romney was North Carolina, according to television network projections.

Romney initially delayed his concession as some Republicans questioned whether Obama had in fact won Ohio despite the decisions by election experts at all the major TV networks to declare it for the president.

The later addition of Colorado and Virginia to Obama's tally - according to network projections - meant that even if the final result from Ohio were to be reversed, Romney still could not reach the needed number of electoral votes.

While Obama supporters in Chicago were ecstatic, Romney's Boston event was grim as the news was announced on television screens there. A steady stream of people left the ballroom at the Boston convention center.

THE SAME PROBLEMS

At least 120 million American voters had been expected to cast votes in the race between the Democratic incumbent and Romney after a campaign that was focused on how to repair the ailing U.S. economy.

Barack Obama wins election for second term as president

President Barack Obama handily defeated Gov. Mitt Romney and won himself a second term Tuesday after a bitter and historically expensive race that was primarily fought in just a handful of battleground states. Obama beat Romney after nabbing almost every one of the 12 crucial battleground states.
In a sweeping victory speech early Wednesday morning, Obama thanked every American who voted, and vowed to work with leaders from both parties to tackle the country's challenges.
"Our economy is recovering, a decade of war is ending, a long campaign is now over," he told a crowd of cheering supporters in Chicago. "And whether I earned your vote or not, I have listened to you, I have learned from you and you have made me a better president." Obama added he has "never been more hopeful about America" as he returns to the White House. "We're not as divided as our politics suggest," Obama said. "We remain more than a collection of blue states and red states."
Romney conceded in Boston in an earlier speech around 1:00 AM ET. "Like so many of you, Paul [Ryan] and I have left everything on the field. We have given our all to this campaign," Romney said. "I so wish that I had been able to fulfill your hopes to lead your ocuntry in another direction. But the nation chose another leader." Romney congratulated the president and his campaign on their victory.
The Romney campaign's last-ditch attempt to put blue-leaning Midwestern swing states in play failed as Obama's Midwestern firewall sent the president back to the White House for four more years. Obama picked up the swing states of New Hampshire, Michigan, New Mexico, Iowa, Virginia, Wisconsin, Colorado, Nevada, Pennsylvania, Minnesota, and Ohio. Of the swing states, Romney only picked up North Carolina. Florida is still too close to call, but even if Romney won the state, Obama still handily beats him in the Electoral College vote. The popular vote will most likely be much narrower than the president's decisive Electoral College victory.
The Obama victory marks an end to a years-long campaign that saw historic advertisement spending levels, countless rallies and speeches, and three much-watched debates.
The Romney campaign cast the election as a referendum on Obama's economic policies, frequently comparing him to former President Jimmy Carter and asking voters the Reagan-esque question of whether they are better off than they were four years ago. But the Obama campaign pushed back on the referendum framing, blanketing key states such as Ohio early on with ads painting him as a multimillionaire more concerned with profits than people. The Obama campaign also aggressively attacked Romney on reproductive rights issues, tying Romney to a handful of Republican candidates who made controversial comments about rape and abortion.
These ads were one reason Romney faced a steep likeability problem for most of the race, until his expert performance at the first presidential debate in Denver in October. After that debate, and a near universal panning of Obama's performance, Romney caught up with Obama in national polls, and almost closed his favoribility gap with the president. In polls, voters consistently gave him an edge over Obama on who would handle the economy better and create more jobs, even as they rated Obama higher on caring about the middle class.
But the president's Midwestern firewall--and the campaign's impressive grassroots operation--carried him through. Ohio tends to vote a bit more Republican than the nation as a whole, but Obama was able to stave off that trend and hold an edge there over Romney, perhaps due to the president's support of the auto bailout three years ago. Romney and his running mate Paul Ryan all but moved to Ohio in the last weeks of the campaign, trying and ultimately failing to erase Obama's lead there.
A shrinking electoral battleground this year meant that only 14 states were really seen as in play, and both candidates spent most of their time and money there. Though national polls showed the two candidates in a dead heat, Obama consistently held a lead in the states that mattered. That, and his campaign's much-touted get out the vote efforts and overall ground game, may be what pushed Obama over the finish line.
Now, Obama heads back to office facing what will most likely be bitterly partisan negotiations over whether the Bush tax cuts should expire. The House will still be majority Republican, with Democrats maintaining their majority in the Senate.

TUME YA KATIBA YAANZA AWAMU YA TATU


TUME ya Mabadiliko ya Katiba (kesho jumatatu,terehe8.Oktoba,2012) inatarajia kuanza awamu ya tatu ya kazi ya ukusanyaji wa maoni ya wananchi kuhusu KatibaMpya katika Mikoa tisa (9) ikiwemo saba (7) ya Tanzania Bara na miwili ya Zanzibar. Taarifa iliyotolewa (leo jumapili tarehe 7. Oktoba, 2012) Jijini Dar es Salaam, na Katibu wa Tume hiyo, Assaa Rashid na kusambazwa katika vyombo vya habari inaitaja Mikoa hiyo kuwa ni Mtwara, Kilimanjaro, Iringa, Singida, Njombe, Rukwa, Tabora, ambayo yote ni ya Tanzania Bara. Kwa mujibu wa taarifa hiyo inasema pia Tume hiyo inatarajia kuitisha mikutano yake katika mikoa miwili ya Zanzibar, ambayo ni Kaskazini Unguja na Kaskazini Pemba. Aidha taarifa hiyo inaongeza kuwa katika Mkoa wa Mtwara, Tumei taanza na Wilaya ya Nanyumbu, katika Mkoa wa Kilimanjaro Tume itaanza na Wilaya ya Moshi Mjini, katika Mkoa wa Iringa Tume itaanza katika Wilaya ya Mufindi. Kwa Mkoa wa Singida, Tume itaanza na Wilaya ya Iramba, wakati Mkoani Njombe , Tume itaanza na Wilaya ya Ludewa. Taarifa hiyo pia inaeleza kuwa katika Mkoa wa Rukwa Tume itaanzia katika Wilaya ya Nkasi, Mkoa wa Tabora Tume itaanza katika Wilaya ya Kaliua, Mkoa wa Kaskazini Unguja Tumeitaanza katika Wilaya ya Kaskazini “A” na Mkoa wa Kaskazini Pemba Tume itaanza katika Wilaya ya Wete. Tume hiyo pia inawaomba wananchi kuhudhuria mikutano itakayoitishwa na Tume na kushiriki kikamilifu katika kutoa maoni yao binafsi kuhusu Katiba Mpya. Taarifa hiyo pia inawasisitiza wananchi wamikoa hiyo hasa wanawake na watu wenye ulemavu kutumia fursa ya kushiriki katika mikutano hiyo inayoitishwa na Tume ili kutoa maoni yao kuhusu Katiba Mpya.
